SWC restricts pull requests to a trusted contributor allowlist after AI-generated submissions

The Rust-based TypeScript and JavaScript compiler SWC, used by Next.js, Parcel and Deno, merged a CI change that restricts pull requests to bot accounts, repository users with write access or higher, and usernames listed in a new .github/contributors.yml allowlist; pull requests from other accounts get one notice and are closed automatically, and their CI builds and benchmarks are skipped. The policy landed a day after the project's account said it was no longer accepting external pull requests because of AI-generated contributions, and the maintainer then said he was exploring reopening pull requests for a trusted group of contributors after feedback from a GitHub employee. The allowlist was populated on October 2 with individual contributors and groups for Next.js, Turbopack and Rspack contributors.
